The DepHUB's Shamira Ahmed contributed to the Association for Computing Machinery Special Interest Group (ACM SIGCAS) special issue, Navigating the Influences of Human-Centered Computing on Policy Innovation. The special issue brings together a rich set of perspectives on how human-centered computing can meaningfully shape policy agendas, instruments, and institutional practices in areas such as artificial intelligence (AI), data, and digital public infrastructure.
In her article, Towards an Ecosystem Approach to Quantum Computing Ethics: Implications for the Global Majority Shamira highlights how Quantum Computing (QC) functions not as a standalone technology but as part of a complex innovation ecosystem, where research, markets, governance, and ethical reflection evolve together.
Positioned at the heart of the Quantum Information and Communication Technologies (QICT)Â landscape, QC stands as a key driver of the ongoing Second Quantum Revolution. This revolution is not confined to the laboratory; it is deeply digital, intertwined with cloud computing, advanced telecommunications, and emerging digital technologies such as AI, internet of things (IoT) , and big data. Together, these converging systems are shaping new paradigms for the digital economy and information society.
Amidst uncertainty about its scalable applications, Shamira underlines the growing recognition of QC’s disruptive potential and the urgent need for responsible governance frameworks to guide its development, particularly for the Global Majority.
