The DepHUB's Shamira Ahmed co-authored the UNESCO issue brief on Human rights centered global governance of quantum technologies: advancing information for all.
As quantum computing, sensing, and communication technologies continue to advance, the publication highlights the growing need for inclusive, human-rights–based governance frameworks.
Quantum technologies hold enormous potential to transform science, economies, and security, but without coordinated global oversight they may also exacerbate inequalities, create new security risks, and widen technological divides between countries.
The brief calls for international cooperation, ethical guidance, and inclusive capacity-building to ensure quantum innovation benefits societies globally. It emphasizes the importance of engaging governments, academia, industry, and civil society in shaping policies that align technological progress with human rights, transparency, and sustainable development.
